2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/01/91.

4. (U) TITLE: LOGISTICS: PROCUREMENT: HAND HELD RADIOS
5. (U) OBSERVATION: Proper procedures for requisitioning hand
held radios were not cohesive.
6. (U) DISCUSSION: Hand held radios were requisitioned on a DD
Form 1346-6. Requisitions were approved by the Command Group
and forwarded to DOL, Supply and Services, and Contracting for
processing. The second request for radios was processed through
the same channels. DPTM Resource Management Division received a
call from 63 Operations which indicated that they were procured
improperly and that DA approval was required for purchase of
hand held radios. DPTM Resource Management contacted DOIM for
approval and was told that it was no longer necessary to obtain
DA approval for deployable hand held radios.
7. (U) LESSON LEARNED: Procedures ref purchase of hand held
radios we@e contradictory and caused ill-afforded delays.
S. (U) RECOMMENDED ACTION: That DOIM provide guidance on proper
procedures for procuring hand held radios and other
communication devices in support of deployments. Ensure
guidance includes samples of local purchase forms (DD 1348-6)
and memorandum for procurement of communication devices.
