           2. (U) Operation DESERT SHIELD Conducted by USCENTCOM on 02/06/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE

           4. (U) TITLE: LOGISTICS: MOVING PASSENGER CHALKS FORWARD

           5. (U) OBSERVATION: Decision was never reached on whether to
           send passengers from the POM site at Fort Riley to Forbes Field
           be-Fore aircraft arrived at Forbes, or wait until the plane was
           actually an the ground.

           6. (U) DISCUSSION: This indecision proved confusing to the DACG
           (Rear) and the DACS (Forward) personnel, as well as chalk
           commanders and passengers. Some chalk commanders refused to
           board busses until their plane was on the ground and, rightfully
           so, knowing the accommodations at Forbes Field.

           7. (U) LESSON LEARNED: Again, this problem could have been
           worked out at a predeployment meeting involving all the DACS key
           players. Also, those people who request aircraft through MAC
           must stipulate that aircraft remain an the ground for at least 4
           hours so that passengers could remain at Fort Riley until wheels
           down and still have enough time to load the aircraft.

           B. (U) RECOMMENDED ACTION: That coordination/planning meeting
           be conducted prior to establishing DACG operations to clarify
           procedures.
