4. (U) TITLE: LOGISTICS: CENTRALIZED POM SITE
5. (U) OBSERVATION: The lac:@..: of favorable reponse initially to
the idea of creating a centalized POM facility resulted in
unorganized POMs at the beginning of the deployment and a delay
in set Up of the facility at Marshall Army Airfield.
6. (U) DISCUSSION: The idea of multiple POM sites worked during
REFORGER, but it Would not have worked during deployment of the
entire division as well as Reserve Component units. The POMs
that were conducted at Craig and Leonard Fitness Centers, even
though they were +or chalks of less than 150 people, presented
major problems in traffic control, crowd control and holding
areas for passengers if aircraft were delayed.
7, IUI LESSON LEARNED: The process of submitting and approving
decision papers must be accomplished more quickly to 'allow set
up of facilities and systems to be completed before the movement
of any soldiers from the installation.
S. (U) RECOMMENDED ACTION: That decision to establish either a
centralized POM site or multiple POM sites be determined during
deployment pre-planning.
