           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           3. (U) KEYWORDS- RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE

           4. (U) TITLE: LOGISTICS: LOADING RUCKSACKS WITH A AND B BAGS

           5. (U) OBSERVATION: One brigade out of the Division decided to
           have all soldiers carry their rucksacks through the POM and on
           the commercial busses to Forbes Field, while all other brigades
           sent their rucks with their A and B bags to Forbes the day prior
           to departure.

           6. (U) DISCUSSION: By carrying their rucksacks, those soldiers
           were inconvenienced by having to carry an extra 60 pounds
           unnecessarily. Defense was made that soldiers should not be
           removed from their rucks, but the only things soldiers were
           removed from were their wet weather suits, MOPP gear and some
           toiletries. The Red Cross and VFW provided care packages
           containing toiletries.

           7. (U) LESSON LEARNED: ProcedLtres must be established during
           deployment pre-planning and all units subsequently directed to
           follow same procedures.

           S. (U) RECOMMENDED ACTION: All rucksacks should be loaded with
           the soldiers' A and B bags the day prior to departure. This
           saves the DACG personnel time loading the aircraft and saves
           soldiers the hassle of lugging their rucksack around
           unnecessarily. Any critical items that a soldier may want could
mmercial
           and MAC flights.
