          4. (U) TITLE: LOGISTICS: LACK OF QUALIFIED AIR LOAD PLANNERS
          WITHIN THE IST INF DIV


          5. (U) OBSERVATION; Approximately 80% of the units that
          deployed from Fort Riley did not have certified air load
          planners in their units as required by the Fort Riley Emergency
          Deployment Plan.

          6. (U) DISCUSSION- The lack of so many certified load planners
          Caused tremendous strain an the single load planners available
          in A Company. 34th Engineer Battalion. CFL Aaron Gomez
          single-handedly prepared 80 Air Force load plans +or C-141 and
          C-5 aircraft in the span of I month. Initially, CPL Gomez was
          trained as an air load planner to ASSIST deploying units' air
          load planners in completing their air load plans. However, most
          units with whom the DACG (Rear) made initial contact had no idea
          how to fill Out a load plan. As a result, during a 3-week
          period when the maj(3rity of the Division deployed, CPL Gomez was
          working on at least four load plans simultaneously. Only his
          superb effort ensured that there were no errors an any of the 80
          load plans he completed.

          7. (U) LESSON LEARNED: Air load planners at unit level are
          critical to deployment operations.

          B. (U) RECOMMENDED ACTION: 63: Strictly enforce the
lement have an air load
          planner certified by the Air Force. Division movement personnel
          should take a close look at air load planning during their
          periodic inspections Of unit movement books.
