           2. (U) Operation DESERT SHIELD conducted by USCENTCOM an 02/06/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY). ACTIVE
           COMPONENT, LOGISTICS, TRANSPORTATION, AIRLIFT, SUPPORTABILITY,
           PLANNING.


           4. (U) TITLE: LOGISTICS: Family Members at POM Site

           5. (U) OBSERVATIONG The Division Commander's decision to allow
           family members access to the centralized POM facility at
           Marshall Army Airfield caused many problems-incILtding, but not
           limited to, security, contract dining, crowd control, confusion,
           and unnecessary stress on soldiers and families.

           6. (U) DISCUSSION: Giving family members access to the POM site
           was not a problem +or small chalks (50 or less passengers);
           however, only about 5% Of the Division departed in chalks of 50
           or less. Most chalks consisted of at least 250 soldiers. In
           addition, there were usually several chalks which POM'D within
           several hours of each other. In the worst cases, there were
           over 750 soldiers inside the POM site. The situation was barely
           nanageable when family members were in the hangar as well.
           Weapons were,misplac:ed, sensitive items were exchanged between
           soldier and spouse, and Spouses brought additional baggage for
           soldiers to carry on board aircraft. .

           7. (U) LESSON LEARNED: The soldiers should be considered in
           lockdown as soon as they are picked up at their unit by the DACG
           transportation.

           S. (U) RECOMMENDED ACTION: No family members should be allowed
he POM site. Any and all good-byes should be done prior
           to soldiers boarding the busses at their unit.
