          2. (U) Operation DESERT SHIELD conducted by USCENTCOM an 02/()6/91.

          INTEROPERABILITY, PLANNING.

          4. (U) TITLE: LOGISTICS: Forms Used for Baggage/TAT Weight

          5. (U) OBSERVATION: During the 2-manth period when the majority
          of the division deployed, three different forms were generated
          and discarded for use in recording trailer baggage and TAT
          weights.

          6. (U) DISCUSSION: The first form used was made the DACG (Rear)
          cargo inspection and loading section. It was changed,
          understandably, because it did not contain all of the
          information needed by the DACG (Forward) and the ALCE (Forward)
          personnel. However, a second form that was sent to the
          DACG (Rear) by the DACG (Forward) was changed by the DACG
          (Forward) because it did not contain the information they
          needed. This caused considerable confusion for the DACG (Rear)
          personnel and a loss of confidence in the DACS (Forward)
          operation.

          7. (U) LESSON LEARNED: A standard form could have been agreed
          upon at an initial meeting, had one been held. Such a
          brainstorming session could have determined what information was
          necessary on the form, as well as playing devil's advocate to
          determine any problems that may have arisen.

          B. (U) RECOMMENDED ACTION: That pre-planning meeting be
          scheduled with DACS Support personnel to establish operational
 the DACG.
