            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

            4. (U) TITLE: LOGISTICS: DACS Forward Operations

            5. (U) OBSERVATION: Equipment in individual soldier Alice pack
            was not properly secured.

            6. (U) DISCUSSION: In the course of loading Alice packs into
            trailer and aircraft, many toilet articles and entrenching tools
            -Fell out. The DACS (Forward) cargo/baggage teams had to take
            additional time to reattach or reinsert these items into its
            original pack or some other pack.

            7. (U) LESSON LEARNED: Critical resources were wasted when DACO
            (Forward) personnel had to repack loose items before loading
            baggage.

            S. (U) RECOMMENDED ACTION: Require deploying soldiers to pack
            entrenching tools in A or B bags, and not to carry toilet or
            small items in the side pockets of Alice packs.
