          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/01/91.

          5. (U) OBSERVATION: Some force modernization equipment
          +ieldings were degraded due to inaccurate property boo@.-. records.

          6. (U) DISCUSSION: HQ, DA directed Force Mad to provide Ist
          Infantry Division (Mech) MTOE shortage document numbers to DA to
          enable DA to force-isslie a critical system (AN/PVS-7s) to the
          Division prior to deployment. Data provided by Division F'BO had
          to be resubmitted twice due to errors in the data. The G4
          reported unit on-hand quantities, which did not always match
          quantity on-hand in PBO records. The quantity of AN/PVS-7s on
          requisition did not match the quantity short +or the Division.
          Units having shortages did not necessarily have dtte-in
          requisitions. Units having 104)% or more of equipment on-hand
          still had open requisitions. After two revisions, even though
          some errors still were obvious, the data had to be@SLibmitted to
          DA in order to receive the goggles prior to deployment.
          Although the majority of the shortages were identified and
          filled, all were not.

          7. (U) LESSON LEARNED: The dynamic nature of information
          exchange between units and PBO creates inevitable +laws in the
          PBO record database. Such data must be reviewed for accuracy
on to equipment fieldings.

          B. (U) RECOMMENDED ACTION: Command emphasis be reinforced
          regarding routine unit review of MTOE shortage status in
          coordination with the appropriate F'BO Team Chief.
