                                                                      04/19/91
                                    JULLS LONG REPORT

            1. (U) JULLS NUMBER: 30837-31182 (00104), submitted by RILEY AFZN
            PM, MAJ LUFTMAN, 856-2431, (913)239-2431.

            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/20/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
            COMPONENT, ADMINISTRATION, PHYSICAL SECURITY, COORDINATION,
            INTEROPERABILITY, PLANNING.

            4. (U) TITLE: LOGISTICS: SECURITY OF PRIVATELY-OWNED WEAPONS

            5. (U) OBSERVATION: Storage a+ privately owned weapons of
deployed soldiers is not IAW 190-11.

            6. (U) DISCUSSION: OPLAN LEXICON DANGER included instructions
for the storage of privately-owned weapons of deploying soldiers
see Appendix 13 (Government and Personal Property Management) to
Annex N (Service Support). This Appendix was not coordinated
with Physical Security specialists at the Provost Marshal's
Office. Referenced guidance required soldiers to pack their
privately-owned weapons in the same container (box) with other
personal property. AR 190-11, paragraph 4-12, requires the
installation commander to store privately-owned weapons in a
.. unit" arms room, unless the installation commander desires to
use other areas, provided these areas are considered "properly
secured". PMO proposed establishing a designated arms room
operation for privately-owned weapons of deploying soldiers in
order to meet AR 190-11 requirements.

            7. (U) LESSON LEARNED: A single arms room for securing
privately-owned weapons of deployed soldiers is required to
comply with requirements of para 4-12, AR 190-11.

OPLAN. Designate a
single arms room to secure all privately-owned weapons of
            deployed soldiers.

            9. (U) COMMENTS: none
