          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/c.)5/91.

          4. (U) TITLE: LOGISTICS: UPECO: No Knowledge of Responsibilities

          5. (U) OBSERVATION: Lack Of unit and UPECO representative
          knowledge of responsibilities IAW Lexicon Danger Plan.

          6. (U) DISCUSSION: During pre-UPECO check, it was discovered
          repeatedly by 3rd Battalion representatives that unit UPECO
          representatives as well as unit commanders did not have
          knowledge of their responsibilities outlined in Lexicon Danger
          Plan. Additionally, several units did not have a copy of the
          Lexicon Danger Plan.

          7. (U) LESSON LEARNED-. Commanders must ensure that all planning
          guidance is provided to appropriate unit personnel.

          e. (U) RECOMMENDED ACTION: That commanders at all levels ensure
          that written.plans/op orders/-Frag orders are received by all who
          are involved in the exercise. If pre-UPECO checks had not been
          conducted, this problem would not have surfaced until actual
          deployment which would have caused a delay in the Ltnit's
          preparation -For departure.
