           4. (U) TITLE: LOGISTICS: UPECO- Hand Receipts Not Color Coded

           5. (U) OBSERVATIONT Identification of location of
           property/buildings/equipment was not provided.

           6. (U) DISCUSSION: During pre-UPECO inventory and actual
           inventory, several units did not color code their hand receipts
           prior to inventory. This situation made inventory and location
           of property extremely difficult and time consuming. This
           procedure was outlined in Annex N, Appendix 13, to Lexicon
           Danger Oplan.

           7. (U) LESSON LEARNED: Commanders must emphasis compliance with
           published planning guidance.

           B. (U) RECOMMENDED ACTION: Units comply with written
           instructions and color code their hand receipts to identify
           location of unit's equipment and property.
