          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

          3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
          COMPONENT, C2 (COMMAND AND CONTROL), ORDERS, ACCOUNTABILITY,
          INTEROPERABILITY, PLANNING.

          4. (U) TITLE: LOGISTICS: UF'ECO: FR Forms 173 Incomplete

          5. (U) OBSERVATION., Fort Riley Forms 173 (Personal Property
          Inventory Form) for marking of personal property containers were
          not properly completed.

          6. (U) DISCUSSION: Several units failed to properly complete
          and display Fort Riley,Form 173 on personal property containers.
          Some boxes had no markings for indicating disposition of
          property in event soldier did not return to Fort Riley. Other
          boxes had Fort Riley Form 173 displayed on Outside of box which
          resulted in UPECO representatives having to remove Fort Riley
          Form 173 and mark box.

          7. (U) LESSON LEARNED: Commanders Must emphasis compliance with
          published planning guidance.

          8 (U) RECO MMENDED ACTION: Commander@/First Sergeants must
          ensure strict compliance with TAB B, Annex N to Lexicon Danger
          Oplan, by checking to ensure forms are completed and boxes
          marked properly before deployment.
