           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, C2 (COMMAND AND CONTROL), ORDERS, ACCOUNTABILITY,
           INTEROPERABILITY, PLANNING.

           4. (U) TITLE: LOGISTICS: UPECO: Units Retain Excess Property

           5. (U) OBSERVATION: Excess FMO/installation property remained
           in units.

           6. (U) DISCUSSION: Several units +ailed to turn in their excess
           PMO/installation property. Although this did not present a real
           problem during inventory it required changing of pre-printed
           document inventory sheets. A lot of the identified overages
           were spotted during pre-UPECO inventory check and were not
           corrected prior to actual inventory.

           7. (U) LESSON LEARNED: Commanders must ensure compliance with
           published planning guidance.

           S. (U) RECOMMENDED ACTION: Unit turn in all excess equipment
           .(FMO/installation property) prior to deployment.
