           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, C2 (COMMAND AND CONTROL), ORDERS, ACCOUNTABILITY,
           INTEROPERABILITY, PLANNING.

           4. (U) TITLE: LOGISTICS: UPECO: Key Control Lacking

           5. (U) OBSERVATION:     Key control procedures were lacking
           during deployment.

           6. (U) DISCUSSION: During pre-UPECO and actual UPECO
           inventories, several deploying units failed to account for and
           identify keys IAW Lexicon Danger Oplan. USACB and unit UPECO
           representatives had to spend needless hours conducting key
           inventories that should have already been done by the units.
           7. (U) LESSON LEARNED: Commanders must ensure compliance with
           published planning guidance.

           S. (U) RECOMMENDED ACTION: Commanders and First Sergeants
           perform key control inventories IAW the unit's SOP or
           established deployment procedures to ensure that mission
           requirements are met.
