           4. (U) TITLE: LOGISTICS: BUDGET OFFICER NEEDED WITH DIVISION'S
           FIRST DEPLOYING INCREMENT


           5. (U) OBSERVATION: No budget officer deployed with first
           increments of the division.

           6. (U) DISCUSSION: When deploying to an austere theater, an
           officer with budget experience/l/.nowledge needs to be in-colintry
           from the very beginning. Services are required for not only
           certifying funds but to -Follow through on locally purchased
           items. There is no on-site assistance available from other
           assets.


           7. (U) LESSON LEARNED: Lack of a budget officer greatly hinders
           SLLPPOrt operations in an austere theater.

           e. (U),RECOMMENDED ACTION: IST ID (M): Add a qualified budget
           officer to the manning roster to deploy with either the TORCH or
           Division (Fwd).
