           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/07/91.

           4. (U) TITLE: LOGISTICS: UTILIZATION OF MAINTENANCE RESOURCES


           5. (U) OBSERVATION- Improper coordination or lack of
           coordination caused available maintenance resources to go
           unused.

           6. (U) DISCUSSION: Many depot level teams arrived at Fort Riley
           to assist in deployment preparations. Utilization of the AVSCOM
           Teams was maximized while Tero Tek, the Aviation Maintenance
           Contractor, was not fully employed in early deployment
           preparations. Valuable maintenance time was lost while
           encouraging work flow to the contractor.

           7. (U) LESSON LEARNED: A central POC must coordinate
           maintenance activities on post to ensure proper utilization of
           available resources.

           B. (U) RECOMMENDED ACTION: DOL: Use the Installation
           Maintenance Officer to coordinate for outside assistance. If
           not the coordinator, the IMO should be advised of ongoing
           coordination efforts.
