                                                                        04/19/91
                                     JULLS LONG REPORT

            1. (U) JULLS NUMBER: 31453-44536 (00175), submitted by RILEY
            AFZN-DL-TF, MS STEINEKER, 856-3943, (913)239-3943.

            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/07/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
COMPONENT, GUARD COMPONENT, RESERVE COMPONENT, DEPLOYMENT, CONUS
MOVEMENT, LOGISTICS, EQUIPMENT, TRANSPORTATION, RAIL MOVEMENT,
ACCOUNTABILITY, TIMELINESS, DTTP (DOC, TAC, TECH, PR).

            4. (U) TITLE: LOGISTICS: TC ACCIS BAR CODE LABELS

            5. (U) OBSERVATION: Bar Code Labels on the Wrong Vehicles

            6. (U) DISCUSSION: Bumper numbers are not a mandatory item +or
units to add to their equipment lists; but when this is in-Fo is
not provided, the bumper number does not appear on the bar code
label. This causes confusion at the unit level for label
placement. Also, when a wrong bar code label is applied to a
vehicle, TC ACCIS is unable to identify the difference. This
causes delay in completing the GBL and train movement.

            7. (U) LESSON LEARNED: Vehicl e bumper numbers, when added to a
unit's equipment list, eliminate confusion and reduce delays in
            completing the GBL.

            S. (Li) RECOMMENDED ACTION: (3-4: Require bumper numbers as a
mandatory entry on equipment lists to ensure bare code lables
            are on the proper vehicles.
