            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

            3. (U) KEYWORDS: NBC EQUIPMENT, PLANNING, RWO (REAL WORLD OPS),

           .4. (U) TITLE: LOGISTICS: NBC: CHEM DEFENSE EQUIPMENT (CDE) ASL AT
            MOBILIZATION STATION

            5. (U) OBSERVATION: Fort Riley attemted to make-up CDE
            shortfalls before airflow when the requisition process failed.

            6. (U) DISCUSSION: Insufficient time existed between arrival at
            MS and air+low (or railroad in the case of surface movement) to
            receive fill of requisitions +or minimum essential NBC
            equipment.
                Since units could not meet air+low without FORSCOM directed
            NBC equipment, sister unit, ARCOMS, HS units, and USPF&Os
            attempted to make up the difference.
                Consequently, Post Chemical requested DOL setup an
            authorized supply list (ASL) -For CDE. Quantities were based
            upon requirements of RC units during'a 60 day history period
            (Nov and Dec 90).
                While the concept was accepted and requisitions dropped, the
            ASL was not formed in time to assist units deploying during
            Desert Shield.

            7. (U) LESSON LEARNED: ASL for CDE must be in place prior to
            deployment.
