           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

           3. (U) KEYWORDS: PLANNING, RWO (REAL WORLD OPS), USA (US ARMY),
           ACTIVE COMPONENT, LOGISTICS, TRANSPORTATION, AIRLIFT, UNFAVORABLE,
           AVAILABILITY, INTEROPERABILITY, CRIT3 (IMPORTANT PROBLEM).

           4. (U) TITLE: Logistics: Rooms and Meals for Cargo Transporters,
           PAO, and Flight Exercise

           5. (u) OBSERVATION: Individuals going forward were sometimes
           delayed and feeding needed to be coordinated with the motel.
           Business calls were not allowed for in the contract.

           6. (u) DISCUSSION: Contract for rooms and meals at Forbes was
           tailored for individuals remaining on site. Planning for
           furnishing of meals for those personnel required to operate
           between the Rear and Forward was not clearly defined. There was
           no way to show that the soldier was authorized to eat if not
           staying in a room. There was a charge for all local calls and
           calls that were made local were to support the deployment.

           7. (u) LESSON LEARNED: Planning for food and phone calls for
           personnel operating between rear and forward areas must be
           addressed.

           B. (u) RECOMMENDED ACTION: Establish procedure to support
           individuals not staying at the forward area. Contract should
           allow for -Free local calls and/or at least two rooms, authorized
           calls to Forbes Field and Air Force representatives located in
           Topeka.
