            4. (U) TITLE: Logistics: Leased Vehicle Issue

            5. (u) OBSERVATION: Minimum/or no vehicles available for last
            deploying units/reserves.

            6. (Li) DISCUSSION: Leased vehicles were given to commanders
            early on and damaged prior to the deployment of unit equipment.
            Substitute vehicles were requested and authorized through
            channels depleting sources early.

            7. (u) LESSON LEARNED: Early issuance of leased vehicles caused
            shortages for last deploying and Reserve units.

            S. (u) RECOMMENDED ACTION: Leased vehicles should be issued one
            day prior to rail load of unit equipment.
